How to improve circulation in the legs

My brother (60 years old) is experiencing cramps and circulation problems in his legs, even though he is still fairly active (walking and riding a bicycle).
What, simple first steps (including supplements) can he take to, hopefully, improve his condition?
Will vit C help?

I doubt.

I would start with Magnesium and Potasium supplementation.

At least magnesium, and probably correct about potassium.
If that doesn't solve the problem, I would go to vitamin E, 400 IU (unless there's high blood pressure, which needs to start with a lower dose), then increase each week until as much as 1600 IU.

Take the regular form of niacin. The flush will dilate all blood vessels in the body, including the tiniest capillaries. This would improve circulation immediately.

But isn't that effect lost after several weeks ?

Yes, with niacin I find I need to take vacations from it so I can keep reaping the benefits of the flush. I personally start with a lower dosage and slowly increase my dosage over the course of 6 weeks in order to still achieve a flush. I usually go 6-8 weeks on, 1 week off. Also the key is to take niacin without food if you really want an intense flush.

The days I do take off I supplement niacinamide which only offers the neurological benefits of niacin.

All above is good advice. We assume that the circulation around the heart is okay, but if his symptoms are indicative of a general circulation problem (as most humans suffer chronic scurvy to one degree or another) then the basic approach ought to be Pauling's therapy - high dose vitamin C and lysine.

C is mild hypotensive agent so it could provide limited effect here. Perhaps L-Arginine would also be good idea.

@Niacin
So hypotensive effect is diminishing I presume ? I asked my mother in law does it still work in her and she said that after 1 month she has to use 1/4 of the 500mg SR dose in order not to get severe hypotension. I don't know how regular is she tho ...

So, to resume

C, 2-8g
Mg-Citrate, 1 tsp
L-Arginine, 1-2g
Niacin, 500mg
Lysine ? Potassium ?

might, may, could... I have no idea what this means anyway?

If plaque is forming, thus repairing/narrowing arteries throughout the body, then vitamin C is the NUMBER ONE nutrient you want to take!!!!! Since it is absolutely safe, and I mean absolutely, there is almost never any harm in raising blood levels to the maximum and helping the arteries with needed collagen.

Second best nutrient would then by lysine...

If that doesn't help, then problem is not related to atherosclerosis in the legs, (but they have strengthened their hearts!)
